Mr. Mohammad Mukhlesur Rahman Sarker, Joint Secretary at Local Government Division, Ministry of Local Government, Rural Development and Co-operatives, of the People’s Republic of Bangladesh is leading the project SWAPNO as National Project Director.
Before joining as Joint Secretary at Local Government Division in 2019, he was the Deputy Commissioner in Gopalganj District, the birthplace of the Father of the Nation Bangabandhu Sheikh Mujibur Rahman from 2016 to 2019 and was Director of the Prime Minister’s Office from 2014 to 2016. Mr. Sarker started his career from PKSF as a Deputy Manager in 1995 and then moved to Bangladesh Civil Service as Assistant Commissioner in Chandpur District in March 1998. During his 25 years of extensive experience, he has successfully accomplished many important responsibilities of the Government in different locations of Bangladesh.
An outstanding academic track record belongs to Mr. Mukhlesur Rahman. He stood 10th in the combined merit list of SSC Science group from the Dhaka Education Board in 1986 and got Chancellor’s Award from The President of the People’s Republic of Bangladesh. He achieved 1st Class both in Bachelor of Social Science-BSS (Hon’s) and Master’s Program from the Department of Economics at Dhaka University. He also achieved the highest grade in Master of Economics from the Graduate School of International Cooperation Studies (GSICS) from Kobe University in Japan in 2004. Besides, Mr. Mukhlesur Rahman attended international seminars, symposiums, and conferences in different countries including Portugal, Spain, Australia, Indonesia, Thailand, South Korea, China, India and Denmark, etc.
He joined the project in June 2014. He has 35 years of experience in the development sector, which includes both national and international assignments. Prior joining to SWAPNO, he was the Team Leader; Local Government Association of USAID funded Strengthening Democratic Local Governance Project. He started his career with BRAC and also worked with RDRS, Terre des Hommes (Swiss) as Additional Field Director, Grain Storage cum Credit Programme as Project Director, CAMPE as head of Research and Evaluation, RD-9 as Senior Manager, Social Development, PRIP Trust as Programme Director, REOPA-UNDP as Capacity Building Adviser, LGI and SDLG projects of USAID.
Mr. Chatterjee is a renowned professional in Capacity Development, Participatory Program Design, Implementation and Evaluation, Training and Workshop Facilitation and decentralized local government in Bangladesh.
He holds Masters in Geography and Environment from the University of Rajshahi, Masters in Public Administration from the University of Birmingham, UK, and Doctoral degree in Public Administration from the Centre for Executive Development Studies (CEDS) affiliated with the AWU of California, USA.
Prior joining SWAPNO she was the National Consultant of International Labour Organization. She has work experience with UN agencies, International & National NGOs in Bangladesh. She is MSS in Social Welfare from Dhaka University.
She has Professional experience of over 25 years in training and program management in development field and experience in Planning, designing, implementing, coordinating, and overseeing the Training Program on different area. Her areas of technical expertise in assessing training needs, developing training curriculum, material development, conducting training by using modern participatory methods and evaluating/ impact assessment of training programs Specially in TVET, Women Entrepreneurship development, Health and Nutrition, Gender in development. She is professionally qualified in development the CBT Manual for Bangladesh particularly for the development market oriented, need-based vocational skills development training curricula and the delivery of community-based training to rural poor women aimed at self and wage employment.
She has several publications and published from MOLE, MOE, Ministry of Food & Disaster Management, and Directorate of Youth & Development.
He has over 12 years’ professional experience in the field of Market System Development (M4P), SMEs Development and Vocational Skill Development. Before joining to SWAPNO, he was in Concern Worldwide as Private Sector Expert.
He started his career with Katalyst Project at GMark and also worked with IDE Bangladesh, International Potato Centre (CIP) and then joined Oxfam in Bangladesh as Lead of Enterprise Development, an impact investment program of Oxfam.
Mr. Rabbani acquired very good success in designing and development of project while he was working in Oxfam and Concern worldwide. He holds Masters in Business Administration from IBA of Rajshahi University, Masters in Agroforestry and Bachelor in Agriculture from Bangladesh Agricultural University in Mymensingh
He has Master of Commerce (Management) & Masters of Development Studies from Khulna University
Having more than 23 Years working experience in different organization such as BRAC, CARE, Caritas, TetraTech, SDLG-USAID and UNDP. Specialization in community based small entrepreneurship development for rural poor, staff management, Training, Capacity building of Local government units Union Parishad and Municipalities, Micro finance and Livelihood improvement.
Durani Ahsan has been working with SWAPNO Project since November 2014. He has 18+ years of experience in ICT/ITES industry. He worked with UPPR project of UNDP Bangladesh, Grameen Communications and some other organizations.
He holds MS in MIS (Management Information Systems) and also MBA (MIS). He is a certified ISO Auditor. He is the Member, Executive Committee of Bangladesh Software Testing Board, and Media & Publication Director of Bangladesh Society of MIS Professionals.
Mr. Mizanur Rahman has around 20 years of professional experience which combines monitoring & evaluation, action research with results-based management, strategic planning and evaluation expertise. Working at Planning Monitoring & Evaluation in National and International Organization including PROSHIKA, Save the Children USA and UNDP Bangladesh.
In his development journey, he was directly involved with Program Designing, Planning, Monitoring & Evaluation, Quick & Dirty Assessment of various development Projects funded by USAID, EU, DANIDA, DFID, Care Bangladesh and Cordaid the Netherlands.
He holds an MSS in Sociology, from the University of Dhaka, Master’s in Development Studies (MDS) from North South University (NSU) and a Bachelor of Social Science (BSS) in Sociology, from the University of Dhaka, Bangladesh.
Mr. Rahman has knowledge on computer package and operating system especially on MS-Word, MS-Access, MS-Excel, SPSS, Arc GIS and Power Point presentation.
Mohammad Rajib Ahmed Bijoy is the Finance & Admin Officer of SWAPNO Project.
He holds MBA in Finance, also completed Chartered Accountants (CA) course from Institute of Chartered Accountants of Bangladesh (ICAB). He has more than 11 years’ Experience & knowledge in Financial control systems, Monitoring budget expenditure, financial management system, procurement process, maintaining Books and Accounts, financial reporting, Internal Control, Commendable analytical and conceptual skills with experiences in areas such as fund/grant management, Income Tax/Vat rules and audit rules & processes.
He is with SWAPNO team since June 2015, completed an assignment with UPPR project of United Nations Development Programme as Finance Expert in Khulna City Corporation, Khulna. He was the Financial Monitoring Associate of REOPA project of UNDP, Finance Officer- Save the children International. He has the interest to conserve his knowledge, skills and attitude in human resources development.
He has Master of Commerce (Accounting). He brought 12 years of development experience working mainly with SDLG Project of USAID, Local Governance Project with SKS Foundation, Rupantor, RDRS Bangladesh and ASOD in different capacities with a major focus in community empowerment, local governance, social mobilization through popular drama and folk song, education and child rights. Last six years, I have been exclusively working with LGIs for their capacity building in major focus financial and program monitoring of LGIs.
He is a drama and folk song artist of Bangladesh Better, Rangpur. I can develop issue based drama and folk song script and play harmonium, dhol, khol, mondira. I have performed last 20 years as drama secretary of Rangpur Theatre, Rangpur.
Md. Amir Ali joined as Financial Monitoring Associate in January 2020. Before taking this role, he worked with CARE Bangladesh, Gram Bikash Sangstha, AKOTA and SKS Foundation for last twenty years. His extensive experience in Planning and Budgeting, Field Management, Monitoring PNGO and Local Governance activity, Financial Monitoring, procurement management, financial management, operational strategies, reporting and documentation, inventory management, PNGO monitoring and capacity building, implementation of internal control system possibly will enhance our project activities. His educational background includes a Master’s in Business Administration (MBA) from Begum Rokeya University. In his spare time, he enjoys reading, watching movie, playing Cricket.
He has done his Master of Commerce in Accounting and more than 18 years of experiences in Office Management & Program activity Monitoring, Procurement process, Financial control systems, Community empowerment, Local governance & social mobilization, Staff Supervision & Assessment, Monitoring budget expenditure, Financial management system, IGA related activities, Financial reporting at urban & rural areas.
Mr. Haque started his career with Rural Maintenance Programme of CARE Bangladesh and also worked with Urban Partnership for Poverty Reduction Project of UNDP, Christian Service Society (CSS) as Coordinator Capacity Building, Swadesh BD International Limited as Manager Admin & operation.
Mohammad Masum Miah has completed B Com (Hons.) M Com in Management from Chittagong University.
He deserves more than 20 years working experiences gained through serving in RSDP & NSDP of USAID Project, Nari Uddug Kendra (NUK) Voluntary Association for Rural Development (VARD), Save the Children and UNDP. Prior to joining SWAPNO he was with the UNDP with Local Government Initiative on Climate Change (LoGIC) Project. He had to opportunity to work closely with Union Parishad and facilitated district and Upazila GoB officials for implemented financial activities, accounts maintenance, fund monitoring and grants monitoring activities as per UPGP project UNDP & UNCDF system including performance and financial audit.
Mr. Masum is specialized in the area of financial, programme and office management, capacity building of UP functionaries and partner organizations, staff management, training and livelihood improvement of the poor/ultra-poor community.
Muhammad Rajiur Rahman has been working with SWAPNO Project since November 2018. He is performing all administrative support for SWAPNO Project. He has more than 14 years’ experience in the field of programme and Administration in UNDP projects. Prior to joining in SWAPNO project he worked with REOPA and UPGP projects of UNDP.
Mr. Rahman holds Master’s in Governance Studies (MGS) from University of Dhaka and Master’s in Political Science from Jagannath University.
Professional Accountant with 11 years of experience in financial management. Accomplished in improving financial operations by introducing internal controls, process and standards in several national NGO’s in Bangladesh, where he managed different INGOs (i.e. UNFPA, EKN, KNH, ACF, JAPAN PLATFORM) grant in partner organization. During his service period he had ensure the financial viability of the emergency intervention, mobilized resources and upholding the financial responsibility of the complex, multi-donor funded project.
Kashfia is a passionate and skilled researcher specializing in gender, financial inclusion, social protection and rural development. She has previously worked as Research Associate at Renaissance Consultants Ltd. and Program Associate at Dhaka Ahsania Mission. She has recently joined UNDP, SWAPNO as UNV Research Support Officer. She is in charge of managing regular research and reporting requirements. She has completed her graduation and post-graduation in Management Information Systems (M.I.S) from University of Dhaka.
Mr. Ishrak is an IT professional who serves SWAPNO as an UNV. He maintains the MIS software, database, website and provides all IT supports to the project office. He manages MIS reports and analyze data under the guidance of MIS Officer. He is graduated from Bangladesh Army Int. University of Science & Technology and currently completing his M. Sc in CSE from Islamic University of Technology (IUT).
